Pool Insurance Company

I rent a house for my brother and we decided to get one of these tanks installation easy, his 18 by 48 …

Now he tells us that we cannot pool because the usual insurance company to assure the House if he is renting with a pool ….. we would fence in the rest of the court and we bought the fence ourselves, because we were told we could have a fence, but now he says we cannot … Does anyone know if this is the case? Or do you know any companies in New York that allow owners insurance from a pool?
